Survey Background | First system reform in 75 years leads to restructuring of the CBD industry

In December 2024, Japan's Cannabis Control Act and Narcotics and Psychotropic Substances Control Act will be revised for the first time in 75 years, bringing the CBD market to a major institutional turning point.

The key point of the amendment is the shift from the previous "regulations on parts (stems and seeds are legal)" to "regulations on ingredients (THC residue standards)."
This brings clear numerical limits on the amount of THC (tetrahydrocannabinol) that can be present in products:

  • Oil and fat products: 10ppm or less
  • Aqueous solution: 0.1ppm or less
  • Other forms: 1 ppm or less

While the introduction of these standards has made it clearer which CBD products are legal and which are not, it has also forced many businesses to reassess their manufacturing, sales, and import systems and restructure their product designs.

Now that the system has been put in place, the questions the industry must ask are: "Who stayed?", "Why did they leave?", "How are they surviving?" and, "How will CBD spread once the system is in place?"

In order to address these questions head-on, three CBD media companies, CBD Library, CBD Club, and CANNABIS INSIGHT, have teamed up to conduct one of Japan's largest industry surveys, spanning systems, markets, distribution, and consumption.

We have launched a project to visualize the "structure and atmosphere" of the CBD industry immediately after the amendment using primary data and a multifaceted perspective.
